Professor Y. Tony Yang
Y. Tony Yang, ScD, LLM, MPH, is an endowed professor (with tenure) in health policy and the executive director of the Center for Health Policy and Media Engagement at George Washington University School of Nursing. He also holds a joint appointment at the Milken Institute School of Public Health in the Department of Health Policy and Management. He is an affiliate faculty with the GW Cancer Center and the District of Columbia Center for AIDS Research (DC CFAR). His scholarship explores the effects of law and policy on health care delivery and population health outcomes. He was a postdoctoral researcher at the Massachusetts Institute of Technology, an FDA Regulatory Science Fellow (jointly organized by the National Academy of Medicine), and an AcademyHealth Health Policy Fellow (jointly organized by the CDC-National Center of Health Statistics).
Dr. Yang has authored more than 120 peer-reviewed articles. His first-authored work has appeared in leading general medicine (including New England Journal of Medicine, JAMA), oncology (including Lancet Oncology, Journal of Clinical Oncology), pediatrics (including JAMA Pediatrics, Pediatrics), health policy and services (including Health Affairs, Medical Care), public health (including American Journal of Public Health, Public Health Reports), and health law (including Journal of Law, Medicine & Ethics, Food and Drug Law Journal) journals. The impact of his scholarship is observable in media coverage on outlets such as CNN, Fox News, National Public Radio, New York Times, Wall Street Journal, Washington Post, LA Times, San Francisco Chronicle, Chicago Tribune, Philadelphia Inquirer, Boston Globe, and USA Today.

Professor Wendy E. Parmet
Wendy E. Parmet is the George J. and Kathleen Waters Matthews Distinguished Professor of Law and Professor of Public Policy and Urban Affairs at Northeastern University, where she is the faculty director of the Center on Health Policy and Law. Professor Parmet is the author of over 100 law review and peer reviewed articles. Her books include Constitutional Contagion: How Constitutional Law is Killing Us (forthcoming, Cambridge University Press), The Health of Newcomers: Immigration, Health Policy and the Case for Global Solidarity, co-authored with Patricia Illingworth (2017, NYU Press) and Populations, Public Health, and the Law (2009, Georgetown University Press). Professor Parmet is also Associate Editor for Law and Ethics for the American Journal of Public Health.
Professor Parmet clerked with Chief Judge Levin H. Campbell of the US Court of Appeals for the First Circuit and practiced with a large law firm prior to joining the Northeastern faculty. She is a member of the boards of directors (and a past president of the board) of Health Law Advocates and Health Care for All. Previously she has served as secretary for the Public Health Law Association and as a member of the ABA’s AIDS Coordinating Committee and Commission on Mental and Physical Disability Law.
The first National Vaccine Law Conference has been called to address the urgent need for an increased understanding of the interrelated operations of different aspects of vaccine, vaccination, and immunization law.
The nation now faces a steady drumbeat of anti-vaccine messaging, well-stocked with misinformation and misinterpretation of data, contributing to declining rate of vaccination for childhood diseases such as measles, polio, and tetanus, and growing state-level legislative efforts to weaken and repeal mandates for these vaccines.
As Justice Antonin Scalia once wisely noted, vaccines have become: “victims of their own success. . . so effective in preventing infectious diseases that the public became much less alarmed at the threat of those disease, and much more concerned with the risk of injury from the vaccines themselves.” Bruesewitz v. Wyeth, 562 U.S. 223 (2011). Trends of this nature are some of the key reasons why this Conference will also be a working conference — not just an opportunity for an exchange of knowledge, but a place for cross-disciplinary development of creative thinking in improving the structuring of our legal responses to infectious diseases, new and old, and to counter the heavy toll that such diseases extract from our society.
The conference will be hosted at the George Mason University Antonin Scalia Law School on September 15-16, 2022. The conference will feature an exclusive screening of the new documentary film, Virulent: The Vaccine War, directed by Tjardus Greidanus and produced by Laura Davis. The film will be screened on the evening of September 15.
